Pathways H.O.M.E. (Housing Opportunities, Mentoring and Education) supports Santa Barbara City College students who are experiencing homelessness or housing insecurity. Our goal is to ensure that housing challenges do not stand in the way of a student’s education, growth, and future.

Pathways H.O.M.E. works in partnership with Good Samaritan Shelter (GSS) and other community agencies committed to ending homelessness.  Through personalized case management and advising services, Pathways H.O.M.E participants may receive assistance with resource and housing navigation, financial emergencies, life skills, and academic success. 

Program Limitations:
Eligibility and availability of services are subject to change at any time due to budget restrictions. We encourage students to utilize this support while it is available, keeping in mind these limitations.

Application Process

SBCC Eligibility Screening Process

Benefits Screener

Begin the process by submitting a Benefits Screener. This step identifies that housing is a barrier and consents to information sharing and collaboration with other campus departments and our community partner, Good Samaritan Shelter.

Pre-Screen for Eligibility

Before proceeding, SBCC Pathways HOME staff will review your Benefits Screener to determine your enrollment and academic eligibility for the program.

In order to be referred for an intake interview you must:

  • Identify housing insecurity or homelessness on your basic needs screener
  • Be currently enrolled in 6 or more units or equivalent non-credit hours.
  • Must have successfully completed at least 6 units (or the equivalent non-credit hours) in the previous academic year.
  • Must be in good conduct standing.
  • Must be a California resident as defined by SBCC Admissions & Records (if eligible)
  • Must be a resident of Santa Barbara or Ventura County
  • Must be willing to be entered into the Homeless Management Information System (HMIS)

Referral Notification

  • You will receive an email notification regarding the status of your case within three business days.
  • Application will either be referred to Good Samaritan Shelter (GSS) or denied.
  • If denied, you will receive an explanation and a link to community and campus resources.

Get Prepared for Your First Meeting

After you have been referred to Good Samaritan Shelters, you should begin collecting required documents. Timely submission of these documents is crucial to avoid delays.

Required Documents

  • FAFSA or CADAA application (if applicable)
  • Non-Credit Students and students not eligible for FAFSA OR CADAA must show proof of income (e.g., 3 months of bank statements or previous tax returns)
  • A completed Student Education Plan or proof of a scheduled Academic Counseling Appointment

Good Samaritan Discovery Conversation

  • Good Samaritan receives the referral from SBCC
  • Students are contacted by a Good Samaritan Case Manager within 3 business days to schedule a “Discovery Conversation”.
  • The Case Manager may request additional documentation to bring to the Discovery Conversation such as lease agreements, housing/employment notices, financial documents, and other relevant documents.
  • In the Discovery Conversation, you will work with the Good Samaritan Case Manager to discuss your housing needs, problem solve, and develop a safety plan.

Enrollment Determination

  • Following the Discovery Conversation, the case manager will review the documents and materials and consult with the Good Samaritan Program Manager to determine services and best course of action.
  • The Case Manager may request additional documentation from the student to assist in determining best services.

Pathway Notification

  • Case Manager will contact the student via email and/or phone to inform of pathway options available and schedule an enrollment meeting with their assigned Good Samaritan Case Manager, should the student choose to proceed.
  • If no housing need is identified, Good Samaritan will provide a written explanation and other resources if appropriate.

Enrollment Meeting

  • Student is required to provide any outstanding documentation
  • Case Manager will complete a Verification of Homelessness
  • Case Manager enters student into the the Homeless Management Information System (HMIS) and Coordinated Entry (if applicable)
  • Review program expectations and requirements and sign participation agreement and any necessary Releases of Information (ROI)
  • Follow up meeting will be scheduled upon completion of enrollment

Case Management

  • Student begins regular meetings with their assigned Good Samaritan Case Manager and the SBCC Pathways HOME Program Advisor

Important Program Information

Housing Pathways can include case management, housing navigation, housing support, and emergency aid.

  • Rapid Rehousing
    • A short term pathway meant to rapidly support and house someone considered Literally Homeless under HUD guidelines
      • Support can include Case Management, Housing Navigation, Rental Assistance, and Emergency Aid
      • Must meet academic eligibility
  • Prevention
    • A short term pathway meant to support students that are considered At Risk or Imminent Risk of Homelessness under HUD guidelines, secure and maintain their housing
      • Support can include Case Management, One-time emergency assistance, and Housing Navigation
      • Must meet academic eligibility
  • Supportive Services Only (SSO)
    • A short term pathway meant to provide support for students in navigating housing challenges, homeless services, and community and school resources.
      • Support includes case management, community and campus referrals, and can include emergency aid
      • Unhoused, At Risk, Housing insecure and does not meet academic eligibility

Pathways HOME uses the following definitions (per HUD) to determine program and service eligibility:

  • Literally Homeless: lacks a fixed, regular, and adequate nighttime residence
    • Living in a place not meant for human habitation
    • Victim of Domestic Violence:  Requires a written referral from Domestic Violence Agency
  • Imminent Risk of Homelessness: Imminently losing housing within 14 days and lacks resources to obtain adequate housing
  • Pathways HOME may also support students living in non gender affirming and/or other unsafe, non-queer friendly environments.

Students must have a demonstrated financial need to access Pathways HOME financial resources.  Students may be asked to provide three months of bank statements, paystubs, financial aid documents, car lease or title documents, etc.

  • Student Income may not exceed 40% of Area Median Income (AMI) for Santa Barbara County
    • 1 Person in Household $49,400
    • 2 in Household $56,480
    • 3 in Household $63,560
    • 4 in Household $70,600
    • 5 in Household $76,280
  • Student assets may not exceed the following
    • Student may not own/lease a vehicle valued over $30,000
    • Student may not have liquid assets exceeding $12,552 including cash, bank accounts, and other resources.
    • Student may not own property
  • Financial Aid Status
    • Must have a current FAFSA or CA Dream Act on file (if eligible)

To be eligible for Pathways HOME financial resources students must:

  • Be currently enrolled at Santa Barbara City College
    • *must be primary academic campus
  • Not have a previously completed a college degree from an accredited U.S. institution
  • Have less than 80 units completed*
  • Be a California resident as defined and conferred by SBCC Admissions & Records.
  • Be a resident of Santa Barbara or Ventura County
  • Not reside outside of Santa Barbara or Ventura County for more than 30 days while enrolled in Pathways HOME
  • Be a California resident as defined and conferred by SBCC Admissions & Records.
  • Be a resident of Santa Barbara or Ventura County
  • Not reside outside of Santa Barbara or Ventura County for more than 30 days while enrolled in Pathways HOME

The Pathways HOME program prioritizes applications for academically eligible students from the following populations

  • Former Foster Youth (FFY): Students identified by the college as FFY.
  • Parenting Students: Students who have custody and provide more than 50% of care for at least one minor dependent.
  • LGBTQ+ Students experiencing housing discrimination
  • Formerly Incarcerated Students
  • Veterans
  • Independent /Unaccompanied Transitional Aged Youth
  • All other students
  • Eligibility for services depends on a variety of factors which are determined by Pathways HOME program management.
  • Availability of services are subject to change at any time due to budget restrictions and programmatic updates. We encourage students to apply for services, keeping in mind these limitations.

Good Samaritan Expectations: Program participants are required to adhere to the following Good Samaritan Shelters expectations:

  • Meet with their case managers on a regular, ongoing basis
  • Work collaboratively with the case manager to develop goals, to access resources, etc.
  • Complete and following an Individualized Service Plan (ISP)
  • Participate in monthly home visits once housed
  • Provide all Paystubs and Bank Statements on an ongoing basis and upon request
  • Notify case manager of any changes of Income within 15 days
  • Make progress towards their stated goals and work towards self-sufficiency (budget, increase income, access benefits, etc.)

SBCC Expectations: Program participants are required to adhere to the following SBCC expectations:

  • Be currently enrolled in a minimum of 6 credit units or the equivalent non credit hours at SBCC.
  • Maintain a 2.5 GPA
  • Maintain satisfactory academic progress.
  • Have an updated Student Education Plan (SEP)
